No, the same people. It's called the magic police theory of criminology. The police are supposed to be 100% homogeneous with the local demographic, and keep out of sight and have absolutely no contact with or knowledge of the community, until some activity or crime occurs as which point they are supposed to materialize out of thin air and antiseptically defuse the situation without making any arrests or causing any unpleasantness. The black community is the Victorian Lady of our era, who wants the world to be tidy and prim and never offend her.
