Sometimes objectionable riders can get attached to must pass legislation. Prime example is how we got guns legalized in national parks: The Obama would have vetoed it, but it was attached to credit card legislation he HAD to pass.

The beauty would be that, with a properly written bill, the guv would have to admit, display and boast of his own hypocrisy.
