No relation. His name is Herschel Mack Powell (b. 1993). His grandfather was a fan of Boog Powell in the 1960’s.

Well, the real Boog Powell is 74, but he was a good enough hitter he might be able to DH in the minors.

The Wikipedia page points out that he is of no relation, and that Boog is not his real name.
