Most likely candidates are the Wolves, Ron (mad at Rick for killing his dad), or Father Gabriel. I think it’s probably the Wolves.

Haven’t they figured out how to train the dead using music and sounds?
The wolves were rounding them up and herding them back into semis to some tune I couldn’t recognize, #DeadLivesMatter
