Why do I have to spend a large sum of my hard earned money for 13 foreign language channels on my basic cable package? Because the Powers That Be will not allow 'ala carte' Cable programming...................

Because the Powers That Be will not allow 'ala carte' Cable programming................... Then Why can't I subscribe to a provider that will. (actually, Dish offers something like that but I'm stuck with Cable in my rental unit)
