At a cost of around 2 billion dollars in now dollars (it would take 10+ years to put a shovel in the ground), how he hell can you justify such a thing? Even a retrofit on an existing bridge would be about the same cost.
As a taxpayer, you should care. You don’t think they are planning on using their own money, do you?
