its a gag-reflex. Assuming the arm is far enough in, biting down would immediately cut off the bear's air supply, so they couldn't force themselves to do it. Having an arm down their throat would also be quite a startling new experience to the bear also....

I think its a gag thing. I know that technique is used to cure a dog of play biting. I’ve done it and it does work. I can’t imagine doing it to a Grizzly. I wonder if pooping your pants works? :-)
