Ending welfare is certainly a good idea but I doubt if it would end senseless killings.

There were only four people on earth and no guns or welfare when Cain killed Abel.

If you ended welfare, people would be more dependent on friends and family to get through the tough times which would humble the recipient and would build respect for others rather than a sense of entitlement.
