They must have a sink or a tub of some sort or even a pail.

You really don’t need much to get by reasonably well.
Thing is, you need to know how - and welfare has destroyed that knowledge. Give most EBT recipients all the basics they could need (flour, frozen veggies, oil, yeast, frying pan, wood planks, nails, hammer, saw, etc) and they wouldn’t have any idea what to do with it.
They used to have diaper pails...probably don’t anymore, but you are right...any large plastic container that could hold water and bleach would do the job. Last thing at night you wash the soiled diapers all together in the washing machine, and get them dry by morning...repeat, and repeat, and repeat for a year plus. My two children were toilet trained at a little over 12 months when disposables were not an option. Think of all the mothers before us who had to stock up on toweling and make the diapers, and then who had to wash them by hand!!!
