These aren’t hacked emails. These are the ones the State department has released.

I think you are correct.

I downloaded the CSV file and tried to import it into an Access database. That worked well enough that you can see that these emails are very likely to be the files released by the State Department. At first glance they all have a recent date and are declared UNCLASSIFIED in the database (not the Emails themselves). The Email dates go back at least to 2009.

So we need some wizard who really knows how to go from CSV format to PDF.

And I wouldn't worry too much about downloading classified data. This stuff is not going to be classified. It may also be very boring. Time will tell on that.

I scanned the emails from the CVS file. They are the same ones as released already from the FOIA Judicial Watch batchrs. Question is are these non-redacted copies? Have to do a side-by-side comparison. But I doubt it. There is no harm in clicking through to the URL posted above and below as there isn’t a download, just text.

It's actually not that hard. Import the CSV into an Access table, then export to Excel as a spreadsheet. Format the cells and adjust the widths and fonts as desired, then print from Excel to an XPS file. Feed the XPS file into a PDF converter (several are in the web) and publish.

I did the standard Access iCSV file mport but I was unable to get the fields to line up properly. If I could get past that I could handle the conversion to a PDF file.

I will note that people with security clearances were told NOT to look at news reports about Wikileaks some years ago. Even when the stuff is hanging out there on the web, if it was classified, it is still classified. If you have a verified "need to know" then you can look. But if you do not "need to know", then making an effort to peek at classified stuff is a No-No.
