Well, the OBVIOUS answer to this is that they haven’t been paying California Democrats ENOUGH MONEY to keep approval, unlike Nestle’.

22 acre feet. Is that all?
Fines of $1.5 million and counting. The 22 homes that the water would supply a family of 4 for 1 year pays what for their water? Maybe $80 a month? 80 x 6 months x 22 = $10,560 for 170 days of water.

So how can they give such a huge fine for so little water?

FTA: One acre-foot is the volume of water sufficient to cover an acre of land to a depth of one foot, enough water to sustain a typical California household of four for one year.
