No, but a child could not legally buy or possess a fully automatic weapon, as they are ineligible for that license.
So by definition, a child firing an automatic weapon includes adult supervision.
Personally I wouldn’t hand an automatic weapon to a 9 year old...but I’m very skeptical of any gun control laws. This incident was a rare fluke - not the norm.
Not a license. There is no license. It’s a tax, just like alcohol and tobacco are taxed. Ergo “ATF.” BATF mails you a stamp as proof the tax has been paid, and the stamp (affixed to an 8.5x11 sheet of paper) must remain with the weapon. The tax is $200 and was imposed during The Great Depression. At the time, $200 was presumed to be so exorbitant, it would stifle sales of NFA weapons. However, it’s never yet been raised.
