You can find all the Windows Ping list threads with FR search: just search on keyword "windowspinglist".
I do note that what Ars Technica is complaining about seems pretty marginal in terms of privacy breeches. This isn't so much a "OMG LOOK WHAT IT'S SENDING" as it is "GEEZ, CAN'T IT JUST SHUT UP?"

Turn off the firewall rules allowing outbound either in the OS firewall or on your network. I make it a habit for completely clearing out the Windows firewall and starting from scratch. It’s a pain in the tail up front, but it’s safer in the long run.
