Funny thing is, on this vote, he could have voted with the losing side, and filed another cloture motion - if he wanted to force the issue, which it appears he doesn’t. Or, vote with the losing side and explain that a failed cloture motion doesn’t kill the bill. Absent cloture, the bill remains alive under “unlimited debate” regular order.

Certainly not for procedural reasons, and even if it was, that doesn't prevent a proponent from attempting to attach the measure (as an amendment) to every bill that comes along.

He didn’t vote against the bill to defund Planned Parenthood. The Rats voted against cloture so the bill was never voted on. As is often the case the real vote is the cloture vote. O would have vetoed this anyway, it was all theater. Attaching a defund amendment to real must pass bill is the only viable means of defunding PP.
After the 2016 election there will be an opportunity to elect a new Republican leader in the Senate. And a new speaker in the House.
I think McConnell voted against it because Obammy has dirt on him and promised to release it. This guy does whatever Obammy tells him to do. He needs to be recalled.
