I can't speak for Sweden in general, but Sweden's one of the prime countries with which I have an International Scouting relationship. I've hosted Swedish scouts for multiple functions in the United States, including making them part of my National Scout Jamboree Troops and bringing over crews of Swedish Scouts to the BSA Sea Base in the Florida Keys to learn scuba diving in groups with U.S. Scouts.
Most of the Swedish scouting troops I deal with are sponsored by churches - and virtually all of them sponsored refugee families from Eritrea and had members who adopted children from Eritrea.
When I dealt with troops from Stockholm and small cities outside Stockholm during the 2000-2010 period, 5%-10% of the Scouts from Swedish church-sponsored troops were black, usually tracing their heritage to Eritrea or another refugee event in Africa.
The last time I hosted a joint Sea Base trip, it was a two-week affair (eight U.S. Scouts and eight Swedish Scouts the first week, and the same blend the second week). Each week, the group of U.S. Scouts had one or two black Scouts who came from upper middle class families who, like all of the U.S. Scouts, were anxious to meet the Swedish scouts who were female. The black U.S. Scouts were always pleasantly shocked to find a couple of cute, black, female Swedish scouts who spoke English with a wonderful Swedish accent.
