The CIA admitted Tuesday that while the presence of racial and ethnic minorities in its workforce is broadly representative of the nation's population, there is a lack of diversity in the agency's leadership and a troubling decline in the recruiting of the best and brightest in minority populations.
The conclusions were released in a 48-page report entitled "Director's Diversity in Leadership Study: Overcoming Barriers to Advancement."
"The study found cultural, management, and organizational issues that contribute to a lack of diversity in the agency's leadership," said CIA Director John Brennan, who met with reporters at agency headquarters in Langley, Virginia. "The CIA simply must do more to develop the diverse and inclusive leadership environment that our values require and that our mission demands."

You’ve hit on it - the ones that are often “lacking” are the ones you don’t want because they AREN’T the best and brightest.
Asians, Indians, etc - those have the best and brightest, but the left doesn’t want them BECAUSE they are the best and brightest.
I’d guess that the test has been considerably dumbed down since the days Bill Casey was in office and I took the exam. But given the choice between, say, working in the Holder-Lynch justice department where they are going to have power over others and an intelligence agency where they might actually have to produce real results, what are most of them going to pick?

Japanese or Chinese businessmen go all over the world and thus have a good natural cover.
Asians don’t count. The unspoken “problem” is that there aren’t enough blacks.
You can bet the Japanese or Chinese aren’t the minorities they are wanting to hire! They need more Blacks to meet the artificial quota standards set up by the CBC & HR types!
