The question isn’t realistic because it isn’t possible, except in their own sick mind, for someone to put their own self interest before the country, as Hillary does, and also do what’s best for the country.
Warren G. Harding comes to mind as a possible example: he promoted morality while philandering, kept the government out of the 1920 depression while allowing his own administration to be riddled with scandals, supported civil rights for blacks a la Booker T. Washington while living a segregated life himself.
