A list of the cities with the worst murder rates was posted here a few years ago. A surprising proportion of them were in Latin American countries. Caracas, Venezuela, for example, was near the top.

Tokyo is ethically homogenous...as is Japan....so it doesn’t surprise me.
Whenever I plan a road trip, I look at the demographics of stopover cities and towns, easy check on wikipedia. Then I confirm my prejudices with crime rate statistics. Then I book my room.
