The experiment was included on the list of 100 Promising Practices on Safer Cities, a collection of global initiatives commissioned last year by UN-Habitat the branch of the United Nations which looks at how to make an increasingly urbanised world work best. In recent years, however, various initiatives introduced in Bogotá to make walking and cycling safer have slipped. Bogotá is by no means the worlds safest city. So where is?
The first thing to consider is that safety isnt just about how likely you are to be a victim of violent crime. In many cities, more visible crimes have fallen: in New York in 1990, the homicide rate peaked with 2,245 murders; last year it saw a record low of 328. But new risks are emerging: terrorism is a serious concern for any major city, and cyber crime is a growing threat as cities increasingly rely on technology and connectedness, everything from traffic lights to air-traffic control, even sewage systems, could be vulnerable to hackers.
According to the Safe Cities Index, put together by the Economists Intelligence Unit (EIU), the title of worlds safest goes to the city that is also the most populous: Tokyo.

Japan has a tradition of honor which naturally leads to lower crime rates but cities as a rule are generally places of vice and violence dating back to biblical cities.

First of all, as always with the leftys, they make no distinction between LEGAL and ILLEGAL immigrants. I have little doubt that LEGAL immigrants have a fairly low crime rate.
More importantly, seeing as they are talking about big cities, let me dispense with all BS and re-state their premise:

I thought it might be that one is made up primarily of African-Americans and the other is made up primarily of Japanese.
In many parts of the country you are probably correct, but the large urban area in the United States with the highest percentage of “immigrants” is the Miami-Fort Lauderdale-Pompano Beach, FL Metro Area with 36.92%. 70.34% of the people in Miami, FL, claim hispanic ethnicity. The area also has one of the highest crime rates in the country which is approximately twice that of Los Angeles with some areas that rival urban paradises such as Detroit.
