Caesar is not above God. So if Caesar says build a road, send a dispatch fine. But if Caesar says kill a Christian or worship Caesar as God, no.
Now, if we get into a situation where the leader is clearly evil, we do have a duty to resist evil wherever we can.
You don’t see this? Would you follow Hitler’s orders or 0bama’s orders if they opposed the 10 commandments or God’s word?

Do you seriously contend Obama and his government are more evil than Nero’s? You know, the one that coated Christians with pitch and used them to light the Games? The one in power when Paul wrote?
I think his point was very simple. When ordered to do something by an evil government that is nevertheless not itself a violation of God’s law, then you obey man’s law.
When ordered to do something in conflict with God’s law, you refuse. Whatever the consequences.
But the issue is the specific act you were ordered to perform, not the righteousness or unrighteousness of the government issuing the order.
IOW, if the Nazis order you to pay taxes, you pay them. If they order you to turn people over to be murdered, you disobey.
