That would generate backlash. Nobody considers pre-season suspensions punishment, it’s a reward. Might be 2 pre and 2 regular. Vick got that when he got out of prison.

Vick was suspended for two entire seasons. The additional preseason 2 games suspension was considered a punishment in his case because it denied him a training opportunity. I'm not aware of any other case in which a preseason suspension was considered as a punishment. http://en.wikipedia.org/wiki/List_of_suspensions_in_the_National_Football_League doesn't list any. Are you aware of any other cases? I just don't think it's done [for exactly the reasons you state.]
