Wrong on that description. He is a short bald stocky white guy. He was former head of security at Crystal Spring reservoir and followed Ed Lee when he ( Lee) was initially appointed mayor when Newsome left. Lee moved him into the Chief slot when Gascon went from Chief to DA. or so I am told. Like all Chiefs’ he is a political animal.
