It might be worth parking the Frats off campus so that there is no perceived impropriety and so that should they become a community nuisance they will be dealt with in the real world. Just take it out of the hands of the administration and campus police altogether. OK, I admit it, my ulterior motive is to make it easier to study for everyone else ;)
The trouble is that once a fraternity is accused of this, they are done. Often there is no way of recovering, and the school will try like mad to shut them down no matter what.
My old house at Iowa State now has some rather strict rules about letting girlfriends off the first floor. Rules that were unknown when I was there.
