I replied that if they took a round to the head from anything more than a .25 ACP, that Kevlar fabric and the bullet are both going to be inside their head just like pushing a napkin through a keyhole with a knitting needle.

One of the key features of current military helmets is the suspension system that absorbs and distributes the received energy over a wider area to prevent exactly this from happening.
And yes, a ball cap doesn’t provide protection from the likely angles of attack.

True. The end result may be more blasts to the face instead of the forehead.
Might be bulletproof, but the energy from the bullet will still kill the wearer. I knew a guy who is working on combat helmets for the same purpose in a project for the Army. Its easy to make the helmet bulletproof yet really difficult to not kill the wearer anyway.
