Oh, I agree that the hat could have value. Lesser rounds than a 9 mm can kill but would not give a concussion when stopped by this hat.
I was simply remarking that this hat is not a replacement for riot gear and noting that the small area protected is not protected against lethal force.
Something else to consider is that although this hat is going to be more comfort than a riot helmet it still is half a pound. That is still quite a weight to carry around on your head all day. (assuming a foot patrol)

How about a bulletproof bubble that you can trundle around like a little hamster in a ball. You don't worry about knives, bullets, blunt objects, or muggings — because the bad things can't get at you. OTOH, going to the bathroom is a problem.
