That would be what would happen in a sane society. Some people scream about constitutional rights when the subject (and solution) are brought up. Others say the constitution is a not a suicide pact. I'm among the latter.
If a certain segment of the population can't control themselves and put themselves and others in serious danger, they should be clamped down on. That means young, black males.
