it should be a penalty bc while it’s not always used as a delaying tactic, it certainly could be. they are often looking for every little bit of breathing room that they can get when they are stuck out on a shift.
But it is not done intentionally. They are always horrified to get that call. Just call it delay of game and face-off at center ice. Done.
