My guess is that they were afraid the children would automatically be taken into the foster care system so they didn’t tell police about them. They counted on the system being so broken that they would be back on the street in hours. And so they were.
Oh, that’s an interesting point. Well, now the children are with “caregivers” and there’s an additional charge ...
