The abuse scandals involving both church run and state run juvenile facilities date back to the nineteen twenties. The mask is just off now.

I'm guessing he's referring more to the movement away from the Church/tradition/morality, to agnosticism, immorality and materialism.

I am going to assert that the way those facilities were run is about as far away as you can get from scripture and morality.

My point stands within that context as well.
