If not hitting the fuel depot and repair facilities in the planned follow up strike was an error, it was an error induced by the US defensive effort. The Japs decided to skedaddle because defensive antiaircraft fire was strengthening, US fighters were getting into the air and making attacks, and it was feared that US carriers or surface forces might find and engage the Jap fleet.
