Why can’t this unconstitutional law be challenged in court?

I think the way the initiative/referendum process is set up it’s hard to challenge since the voters approved it. Of course that didn’t seem to matter in CA when their votes were overturned by the courts. Looks like FL has an initiative process only for constitutional amendments.
