He doesn't seem to be claiming he is the Messiah, but he is giving credit to Christ and has bapitized people under the name of Jesus Christ, using His authority, not his own.

I don't know anything else about the guy, and there may be more to this story. First I have every heard of him.

But if he does not claim to Christ, but preaches the Gospel in His name, then he is fulfilling Matthew 28:16-20
