Actually, 40mm HE grenades are not illegal, they’re just expensive and require individual registration and tax stamps.

It’s easy to understand. Every episode of VH1s Behind the Music explains it. Throw a bunch of money, privilege, enablers and apologists at somebody who’s never had money before and pretty much nothing good can happen.
