local code enforcement officials along with animal control officers were called out to respond to a heavily armed and barricaded bank robber making terrorist threats. The local police SWAT unit was already engaged elsewhere in resolving a neighborhood disagreement over canine droppings (sarc)

Sounds like the neighbor from hell, but still, sending the SWAT team is a little extreme. The animal could have easily been dog-knapped by the neighbors (and sent to live elsewhere). Problem solved ... except the dog-owner would probably still be a violent menace to the neighborhood.
A dog problem is always a dog owner problem.

Personally, was it necessary to shoot that little dog, even if it was not on a leash?
The whole thing could have been avoided by being a considerate neighbor and picking up the dog waste. Also, avoid threatening bodily harm to others; nothing good can come out of it.

Interesting that the guy was threatening to use an armor piercing crossbow bolt. I have been wondering about taking hardened steel broad head tips and screwing them into the cavity of a JHP. It seems logical since you know the weight of the JHP in grains and the weight of the broadhead tip in grains, you could easily work up a safe load that would just shred soft body armor.

Police Chief Art Howell said the owner threatened to kill the officers with an armor-piercing crossbow before setting his dog loose....It was that threat, first with a bow and arrow and then with a machete, that she said led to her family calling 911 and a SWAT team approaching the man’s home.
...
So the actions of the dog’s owner was why the dog was shot.
Too bad the usual anti-cop agitators will portray it otherwise.
