Regarding EBOLA monitoring...
It seems to me that it would be quite easy to design and manufacture a device that would be worn by a person in quarantine that would both track their movements with a GPS and monitor their temperature and possibly other vitals.
This would then be transmitted back to the health department via radio. All of the technology exists to do this without any serious R&D. I'm guessing it could be built from existing modules for less than 100 bucks...
Some Hi tec Freeper needs to do this....

I believe the police have those ankle devices that sends out an alarm when they are tampered with...

I think it would be far easier, and safer for everyone, to just keep inhabitants of the infected countries quarantined in their own countries. Nobody leaves.
If it becomes a problem then we already have the ankle sensors that we use for criminals.
If they run into individuals who won’t take quarantine seriously or that can’t grasp the concept, then they can sentence them to the ankle bracelets and if that isn’t enough, then jail them.
How would such a device program be funded? By who?
GPS trackers with telemetry and reporting via the cellular telephone system already exist. No need to build anything.
