You are not wrong but there are probably hundreds of naive Freepers that would disagree.
I also think that from a network integrity perspective, "clogging up the pipes" is exactly what will happen if ISPs aren't allowed to clamp down on people who hog the bandwidth but don't pay extra for it. We all get to pay for the power users' excesses, and government regulation on top of it. It's a double crap sandwich.
