The law states that the disease should be of Public Health Significance. So they can avoid the law by simply stating that it’s not significant./s

I don’t think that’s actually sarcasm. I think that’s exactly what is going on, and exactly the legal reasons being used.
Also, they’re saying that a person doesn’t have the disease until they show symptoms. What is they show symptoms in the middle of a 17-hour flight? Dump them in the ocean, along with everybody who came in contact with them?

I think they need to define “showing symptoms”
Recalling that a young lad “fooled Ebola” was showing no symptoms during his recovery, but still tested positive, and could have spread the disease.
Apparently it is possible though rare, for a person to have a light case, recover, show no symptoms and still infect others.
Then consider, what if the first symptom is just a little tiredness? Easily dismissed by the hustle and bustle of getting ready for a trip, and/or less than optimal sleep, or just a hard day’s work.
