What is needed is offshore medical insurance for major illness. Something your own govt cannot take away from you. Either it would pay for private care in your own country..and if that was illegal..then care overseas as a medical tourist.
There will always be an avenue for the rich and well connect to get the best of care. Just look at the Mayor of Toronto who is getting everything done quickly while others must wait in Canada.
