What do you mean... "Let"? It was flying in a straight line and headed out over the ocean at 25,000 ft. When it didn't respond to ATC, two F-18s intercepted and inspected it. Seems like a reasonable response to me. You want they should've just shot it down? What else should somebody have done?

One has to consider the many facets of a possible attack. Suppose it had a dirty bomb aboard, and the terrorist were hoping we would shoot it down?
