If your friend is willing to accept this, then your friend should be able to accept that Americans can join ISIS while they are in America, stay here, and commit terrorist acts. They don't have to travel to Syria, wouldn't it be easier to stay here and fight the infidel? This would mean that yes, ISIS cells are already here.

After 9/11 our greatest fear was that AQ had a suitcase nuke. I always felt if they had that capability, it would have been used first instead of the planes. I don’t think we know how long ISIS has been gathering momentum while flying under the radar. But they have definitely outed themselves, which makes me think they have all their assets right where they want them, ready to strike, and that includes the US.
The only radical Islamic jihadist cell I am aware of is at 1600 Pennsylvania Ave., Washington, D.C.

Well if ISIS wants to be here they are here. Every illiterate Mexican peasant crosses the border at will and disappears into the US on a daily basis. Personally I think they have their hands full in Iraq and Syria at the moment.

ISIS hasn't been looking incompetent in their other endeavors. ergo, I am certain ISIS is here and operating. Maybe only in an intel and training phase for now, but they are here and building capability.

Additionally, law enforcement warning bulletins issued along our southern border cite the possibility of ISIS operatives being present in Mexican cities (such as Juarez), opposite El Paso. Various officials along that section of the border (including Fort Bliss) are being regularly briefed on the threat. Reporting suggests ISIS may be planning VBIED attacks along the border.
These are credible warnings from well-connected, credible individuals.
