My guess is that the League went to the Cowboys and basically told them. “Look, you have one of the worst defenses in the history of the NFL. And everybody is going to be saying why doesn’t Dallas give Sam a chance if their so bad? And *ahem* you do want to host another Super Bowl again, right?”

My first thought, too. Defensive roster spots are cheap on a team with that much dead weight.
