Governments should have tougher rules for electronic cigarettesbanning their use indoors and putting them off limits for minorsuntil more evidence can be gathered about their risks, the U.N. health agency said Tuesday.
In a bid to set public policy, the World Health Organization said the popular nicotine-vapor products, particularly the fruit, candy and alcohol-drink flavors, could serve as gateway addictions for children and adolescents.
It recommended governments forbid or keep to a minimum any advertising, promotion or sponsorship in a market that has mushroomed to $3 billion last year and now includes 466 different brands.

I won't hold my breath waiting for the answer, though.
I have not studied the whole thing, but such a demand would seem to violate many aspects of the charter, for example, this part:
Nothing contained in the present Charter shall authorize the United Nations to intervene in matters which are essentially within the domestic jurisdiction of any state...
Translation.
UN investigates new ways to tax “E” cigarettes. The UN doesn’t give a crap about the health of the users. They want their cash PERIOD.
The UN, sticking its long nose into things of no proper concern.
Meanwhile, societies all over the world burn and the UN does nothing.
They don’t do nothing . . . they keep them burning.
E-cigs are a gateway to cigarettes. Which are the gateway to marijuana. Which is the gateway to cocaine and heroin. Interesting. I wonder how this works when marijuana is considered perfectly acceptable? The gateway chain breaks!
