How Medicare’s Home Health Cuts Disproportionately Affect Women

The Affordable Care Act, popularly known as Obamacare, authorized the Department of Health and Human Services to cut or increase categories of Medicare spending. Last year, former HHS Secretary Kathleen Sebelius announced home health care funding would be slashed by 3.5 percent annually until 2017. According to industry analysts, these cuts disproportionately affect women—the majority of whom serve as home health care beneficiaries, caregivers and professionals in the home health care sector.

Reality bites.

If you uncontrollably expand the number of people receiving benefits from the treasury you have two options (or a combination of the two).

Increase the amount of taxes collected from tax payers and/or reduce the pay out of benefits to individual recipients.

Most frequently the government does both so as to inflict pain on as many people as possible, while so they think, minimizing the pain to all.

But the net effect is that everyone is unhappy because everyone feels unjustly put upon.

But it is the benefit recipient that usually screams the loudest. It is they who of course feel entitled. It is they who have become accustomed to receiving these benefits and it is they who have the law on their side. Congress has written and passed laws stating that they receive these benefits. And so Congress will here of their displeasure.

But let us not forget about the Home Healthcare Workers who will see less income because of these cuts.

These taxpayer funded benefits have entire industries grow up around them that employ thousands and millions of people. These industries hire lobbyist to promote and protect their interest and so Congress will hear of these industries displeasure of these cuts because it cuts in to their bottom line.

But the poor taxpayer who lobbies for him? Who speaks for the taxpayer as his take home pay shrinks away as the number of recipients drawing from the US Treasury’s well grows ever larger?

Do tax payers even get representation in Congress anymore? When was the last time you heard of real cuts in government spending? Because of Base Line Budgeting most likely if you did hear about spending cuts it was most likely a cut in expected increases in spending. Real cuts just don’t happen anymore.

We taxpayers are becoming a minority in this country. What we need is a community organizer to help us get organized so we can get us a piece of the pie!
