Looks like it may be time to consider transitioning to either Mozilla Thurderbird (modern update to the outdated IE) or an online-only mail service.

Double check your SMTP server. If it is actually ‘pop.secureserver.net’ then that will be your problem. It should be ‘smtpout.secureserver.net.’ or ‘smtp.secureserver.net.’ or something similar. POP is generlaly used for incoming and SMTP is used for outgoing.
Before somebody ‘helpfully’ asks if you’re logged in, check with your mail provider for all of the correct POP3 settings. Port 80 is usually for web browsing, not mail. The correct port varies among different POP3 servers.
For my Yahoo! I use 465.

I had some issues with outlook.com yesterday.
I didn’t know anyone still used Outlook Express.
I gave up on all that pop crap in the 90’s. I see they still have the same dinosaur technology.
It could be a problem with your service provider. Several weeks ago, I had two accounts that just wouldn’t work thru my provider, Time Warner/Roadrunner. Not real important email accts, I discontinued them automatically attempting to download. A few days later, I got an email from TW apologizing for the service disruption. I hadn’t complained or anything...but they knew THEY’D had a problem.
You should start with your provider.
I’ve got no problem - just sent an email from Outlook to GMAIL; I use the Chrome browser. Have you tried starting a new browsing session, or even a reboot if it’s been a while?
“secureserver.net” ??? If you are using something like a Yahoo/Gmail account then I think your server settings got hijacked.
I feel like I have heard of that domain before. Like others have said, you may consult your ISP (who you pay the internet bill too) if they are the ones who provided the email address to you. They will know the server settings and help you resolve it quickly.
If they changed to IPv6, then your version ot OE may not support it. You might have to turn off IPv6 on the settings page of your network adapter.
As others have stated, verify the port settings are correct and the mail account settings are correct as well.
I had the same problem - could receive, but not send. I had to disable IPv6 in my firewall and on the network adapter properties page to fix it. Outlook 2000 is no longer supported and doesn’t support IPv6. At some point I will upgrade, I’ve just been procrastinating.
I’m not a tech guy but when i can only receive emails and not send, I have to delete emails or vault some to clear up space. Just an idea.
I used to get that crap all the time. A lot of the time it was my host. If you tried to login and had the wrong password just once it would lock up the account for 24 hours. Or you tried to login with 2 computers etc... Just double check your password and wait.

If it is not your pop settings it may be a nasty root virus that is in the registry somewhere. Try downloading some root kill programs like Norton Power eraser. You may have to reformat the computer.

The outgoing server, as someone said, is the SMTP server.
smtp.secureserver.net is GoDaddy’s baby
so is
smtpout.secureserver.net
According to their support info, the port number for their (outgoing) SMTP is 465, not 80 (80 is typically used for web/html traffic). SSL (secure sockets layer) must also be enabled.
This information can be viewed/changed in your account setup in your mail client.
It’s possible, but unlikely, that the settings were changed by malicious software. It’s also possible, but unlikely, that malware has changed your DNS settings and put a stealth proxy server ID in place that redirects and/or interferes with your internet traffic.

ping smtpout.secureserver.net [enter]
on my system that address resolves to:
173.201.192.101
You should get four replies from that IP address meaning the basic path to the server exists. If it does, then it’s a configuration problem. If no replies are received, the problem is outside your e-mail client.
Sounds daunting but it’s just a process of elimination.

Make sure your password is correct and also that "outgoing server requires authentication" is set to "use same settings as incoming server"
I have had that happen a few times. You just have to go in and change your settings. If you have ATT they will walk you through it.
Your settings are correct (so far as you have listed them) for GoDaddy. What is probably the problem is a corrupt email in your outbox or something has hung your antivirus scanner up where it won’t relay. Have you tried restarting, and what AV package do you have?
