The guy apparently broke up a fight. Sure he was mouthing off and obnoxious but the choke move was over the top.

It was also unnecessary. They knew where the guy lived. They could have picked him up at any time when they built whatever case they had against the guy. There wasn’t a need to arrest him right then and there.

I didn't even see it as mouthing off. He was tired of being picked on. His ONLY crime has been selling cigarettes, and the undercover, gangsta wannabe revenue collectors didn't like that. He's an easy mark for tatted up thugs.

Did you watch the video? He wasn't mouthing off and wasn't obnoxious. He was just asking them to leave him alone and stop harassing him. Thank God for the videos.
