Doesn’t matter if he greets him or not. If he refuses to, then Obama can simply say “See, the Republicans aren’t civil with me so I can’t get anything done”. If he does greet him, he can claim to working hard in a bi-partisan way.

Sound to me like Perry is just trying to be gracious after Obama blinked over meeting with him. Now I fully expect Obama to do the left thing and stiff Perry on that meeting. I am sure there will be some pressing national bizzness that will prevent the meeting.
That would just about torpedo Perry's plans for 2016.
