In that dimension, she certainly is consistent; but her rhetoric never is.
I agree, but this is because, IMHO, she has no core other than her ambitions. It's tough to be rhetorically consistent when you're always searching for what will ‘sell’, rather than just telling the truth.
It's amazing to me that she is still considered a Presidential front-runner despite all the outright lies and outrageous statements she's made (e.g. ‘I'm named after Sir Edmund Hillary.’; ‘I was shot by snipers at the airport in Bosnia’; “What difference does it make?”; “We are going to take things away from you on behalf of the common good.”; “I'm not going to have some reporters pawing through our papers. We are the president.”; “Who is going to find out? These women are trash. Nobody’s going to believe them.” - concerning Bill's issues with women).
In my opinion, any person who wants to be the Commander in Chief, and thus be responsible for when and where to put young people in harms way on the battle field, must at the very least be able to tell the truth.
