No one ever claimed that public employees generally come from the sharp end of the gene pool (although they are paid as if they were.)

Not all, but the majority of them. The competent ones don't last; they just give up and move on. Deadwood accumulates.

Yep they are stupid. This is at least the 2nd time they’ve completely emptied the reservoir because some one peed in it.
