Cuba is fighting for her life and running the show in Venezuela. They are throwing a lot of military into Venezuela hoping against hope they can outlast the opposition. If Venezuela becomes free and cuts off Cuba from free oil, Cuba will fall within 6 months. The Castros know this and are scared!
