You know what they did? They found that prop in the prop department and said "Hey Picard had this didn't he?"
And they put it on the set without remember it's significance of the episode it was in.

If you really look at was is said, nothing makes sense and nothing can be proven. It is all assumption, unprovable by experimentation and not in the realm of pure science, but it makes for good copy for the low information crowd. Go back to your TV and please do not think, that capacity was lost long ago.

My explanation, After the episode the Chase picard gave it to the university and had them scan it and make a replicated replica of it out of epoxy or something and put THAT in his ready room.
It would make no sense to have the actual artifact on a starship that literally blew up more than once a season..

Depends on if time is relevant. In most equations, our known knowledge says, time is not important. But at the scale of electrons quantum physics effects manifest, and the Heisenburg Uncertainty Principle invokes spacetime issues.
